B. Sc (Bachelor Of Science) and LL.B. (Bachelor Of Laws)(BRONZE MEDAL) from Kumaun University, Nainital. Former IRS officer & retired from GOI, Ministry of Finance, Income Tax Department. Served in Income Tax Department as income tax authorities in the various capacities viz: Assistant Commissioner of Income Tax, Assistant Director of Income Tax (Investigation), Income Tax Officer etc. for more than 28 years. Posted as first Income Tax Officer of Rudrapur (U S Nagar), established Income Tax Office thereat in the year 2005, when GOI declared Rudrapur and adjacent areas viz: Pantnagar, Kichha as SEZ and industrial undertakings established thereat were given tax benefits under the Income Tax Act. Thus, it was a great opportunity to interact regarding new tax provisions with the CEOs and other Senior Officers of large industrial groups.
As an Assessing Officer passed number of quality assessment orders by making deep investigations and marshalling of facts & law, resulting into substantial revenue gain to the Central Government. Discharged functions as quasi-judicial authority for more than 16 years. I was given very important assignments viz: posting in Corporate Circle in Delhi, where handled assessment etc of very big and complex cases. As Assistant Commissioner of Income Tax and Assistant Director of Income Tax (Investigation), Haldwani, held jurisdiction over the assesses of 6 districts of entire Kumaun region. Major investigations were carried out resulting into substantial revenue gain to GOI. The huge unaccounted cash (Black money) deposited by the taxpayers in their bank accounts just after demonetization was taxed by analyzing the reasonableness of said deposits and making deep investigations. In number of occasions, I was nominated as Team Leader/Authorized Officer for search & seizure operations and survey actions.
Well versed in judicial work i.e. taken up writ petitions filed by the assesses before Hon’ble High Courts and SLPs in Hon’ble Supreme Court in a number of Income tax cases. Also work experience in Tax administration, while posted as ACIT & ITO (HQ- Administration) and Head of Office (HOO) for substantial period. Conducted various outreach programmes in schools and other public places to educate & aware students, public/taxpayers regarding Income Tax provisions and benefits of tax payments. Consequently, new assesses were brought into tax net of I T department resulting into increase in number of taxpayers as well as revenue gain to Central Government.
Apart, also served for more than 8 years under GOI, Ministry of Finance in Central Excise & Custom department, posted as Sector Officer at Moradabad station and also served in State Bank Of India.
As ACIT attended training at NADT (National Academy of Directed Taxes), Nagpur and also attended trainings at Direct Taxes Regional Training Institutes from time to time. There was an international attachment to get training in Kuala Lumpur (Malaysia) in the year 2018, where faculty from IBFD (International Bureau of Fiscal Documentation), Netherland, the world’s foremost authority on Cross Border Taxation/International Taxation, provided the training on International Taxation laws (Cross Border Taxation Provisions) & DTTA (Double Taxation Treaty Agreements). Subsequently, there was an interaction session of our batch with Chairman and Members of Inland Revenue Board of Malaysia regarding taxation policies of Malaysia and India.
In the year 2015, I was nominated by state government of Uttarakhand as Member interview Committee for interviewing candidates to fill up the vacant posts of Assistant Professors in various subjects in PG and Degree Colleges in UK. Nomination was made on the requisition by State government from Income Tax department, being a Central Government organisation to maintain transparency in selection process. Total 1428 candidates were interviewed by the Interview Committee in about 3 months duration, besides discharge of my own duties in the department. Selection of 428 candidates was made by fair and transparent process. This fair and transparent interview process was a great contribution in higher education in Uttarakhand by selecting suitable candidates.
Being a law graduate and experience as quasi-judicial authority, also having knowledge in the fields of Constitutional Laws, Administrative Law, Indian Evidence Act (BNSA), Jurisprudence, Human Rights Laws, Contract Laws, Land Laws, Property Laws, Cr PC (BNSS), IPC (BNS), Indian Evidence Act (BNSA), CPC, Interpretation of statutes etc.
In view, having work experience of more than 37 years in the Income Tax department, Banking services and Central Excise & Custom department, which includes assessments, investigation, search & seizure operations, international taxation, tax administration, quasi-judicial functions, launching prosecution & monitoring of income tax assesses & widening of tax base, imposition of penalties, banking, enforcement of Central Excise (now CGST) & Custom and interviewing skill.
